"Naruto?" Tsunade asked, stunned.
Naruto looked at Tsunade with a serious expression, and even Lin Nan felt he had never seen Naruto so solemn.
That cheerful fellow, who always shouted "Dattebayo" and seemed to maintain an optimistic and positive attitude, had seemingly disappeared!
"Granny, the Allied Shinobi Forces have already lost this war, and Madara Uchiha has also failed. This war has only one victor!"
As soon as Naruto finished speaking, Lin Nan immediately interjected, "No, in any war, there are no victors!"
"Do you still maintain your previous stance?" Tsunade asked.
Lin Nan nodded. "Perhaps what I said before, that the side that initiates war will be directly eliminated, was a bit inaccurate. Now that all five Kage are here, I can retract that statement!"
Upon hearing this, the Five Kage immediately turned their gaze to Lin Nan.
Lin Nan continued, "In the days to come, the side that initiates war will not be directly eliminated, but will face direct sanctions from myself and Naruto!"
"..."
With these words, the Five Kage looked at Naruto with complex expressions.
Naruto also nodded solemnly, even if Lin Nan hadn't said it, he would have taken responsibility.
The Five Kage didn't know what to think.
It seemed like there was little difference between changing it and not changing it.
However, fortunately, there was some room for maneuver.
"I remember you said you had already controlled the Daimyo. How do you plan to proceed?" Tsunade asked weakly.
The Five Kage were merely the leaders of five villages; the power of a country ultimately lay with the Daimyo.
In fact, Lin Nan had been somewhat perplexed before. After all, a Kage was generally the strongest ninja in the entire village and even the country, representing peak individual strength.
Moreover, each Kage could command the entire ninja force of their village.
This was enough to control a country without much issue. If they were bad at governance, they could always find assistants.
Why had it devolved to a point where they were merely village chiefs, having to defer to the Daimyo for everything?
It felt like a distorted technological tree, similar to something in Naruto.
However, since it had come to this, they couldn't possibly kill all the Daimyo, as the country would fall into paralysis.
Controlling them all with genjutsu would be no different from the Infinite Tsukuyomi.
Thus, these Daimyo were in a predicament, neither truly alive nor dead, posing a significant problem.
However, the military power of these Daimyo had suffered countless casualties in this war. As the saying goes, without a strong army, one couldn't stand tall. These were not major issues.
Let's stabilize these people first!
"Three years!"
Suddenly, Lin Nan spoke again, drawing everyone's attention. "This is my promise. Within three years from today, if this world experiences complete peace and stability without any wars, I will resurrect all the ninjas who died in this war!"
This statement immediately made everyone's eyes widen.
"Of course, regarding the collection of cells from those who died in this ninja war, you two, Kabuto and Orochimaru, will surely help me, right?" Lin Nan looked at Kabuto and Orochimaru, who were standing by as bystanders.
The two exchanged glances. Before Kabuto could speak, Orochimaru chuckled, "Absolutely. I am increasingly looking forward to what this world will look like in the future!"
Seeing Orochimaru's smile, Lin Nan immediately averted his gaze.
However, Orochimaru still had a question. "Little Lin, may I ask where Sasuke is?"
Sasuke was currently lying peacefully in Naruto's golden light, completely deceased. However, Lin Nan couldn't be bothered.
If Karin were here, she would have surely noticed this.
But Karin's life force had been severely overdrawn by Lin Nan earlier. Even if the Infinite Tsukuyomi was dispelled, she wouldn't wake up for a while.
Lin Nan ignored Orochimaru and spoke again, "Of course, everything has its prerequisites!"
"What are your conditions?" Tsunade asked.
"I need your full cooperation. Violence alone might conquer the world, but it cannot govern it! For peace to extend to generations, everyone must work together!"
"Including your previous idea that without war, you couldn't obtain good resources. This will no longer exist in the future world. Wealthy nations need to assist impoverished nations, but not unconditionally. You can discuss terms, such as offering labor or other contributions. You can decide amongst yourselves, and this is non-negotiable!"
"Of course, some of you might think the existence of ninjas will lose its meaning. Most of those who hold this thought have likely turned into mummies, but it's not impossible for others to still think this way. Here, I can tell you clearly that even in times of peace, there will be various disturbances, such as natural disasters and man-made calamities. There will still be many situations requiring ninjas, so you don't need to worry about unemployment!"
"Ninjutsu can not only be used for combat and killing but also for maintaining order and security among people!"
The Five Kage looked at Lin Nan, lost in thought.
"Alright, everything is over. The war is over!"
"It seems you've just had a nap. Please, Five Kage, remain. As for everyone else, you can be dismissed and return to your respective homes!"
"We can leave?" someone asked.
Lin Nan nodded. "That's right. Everyone present can leave. The war is over! All you need to do now is to have a good sleep and await instructions from your leaders!"
Looking at Lin Nan's benevolent smile, the ninjas exchanged glances, but their faces were still filled with apprehension and unease.
Perhaps having lost his Sage Body and reverted to a normal appearance, Lin Nan now bore the face of a kind old man.
However, to the Allied Shinobi Forces, Lin Nan, who seemed harmless, was the true demon.
They had faced opponents like Obito Uchiha, disguised as Madara, and the resurrected legendary Madara Uchiha. Even with the Ten-Tails and White Zetsu, the damage inflicted was less than a fraction of what Lin Nan had caused.
It had been manageable before, but after the activation of the Infinite Tsukuyomi, the remaining Allied Shinobi Forces had been reduced to less than ten thousand.
What did this imply?
The mummified corpses on the battlefield had piled up like mountains.
These were the ninjas with "improper intentions" that Lin Nan had spoken of.
In Lin Nan's presence, they were like mere grass.
But in reality, they hadn't realized that the majority of the surviving members of the Allied Shinobi Forces were ninjas loyal to their Kage; most of those who died were directly under the Daimyo!
This was nothing less than a ninja extermination plan.
