Grass grows and orioles fly

Chapter 4 Regional Division

From 7 AM today, scattered cases began appearing across various regions, escalating into a global outbreak by 1 PM, with China not being spared. This biochemical crisis has a vast scope, immense destructive power, and incalculable losses.

Here is the regional breakdown:

Under the brave combat of our People's Army, control of the satellite command center was regained at 6:13 PM. Defense construction and personnel deployment are now being accelerated.

Based on satellite data and responses from the provincial coordination bureaus, the China Anti-Biochemical Command Center has made the following regional division decisions: Major metropolitan areas, towns and counties with a permanent population of over 10,000, and rural areas without advantageous terrain are classified as biochemical infection zones. All other areas, including urban suburbs, townships with a permanent population of less than 10,000, and uninhabited areas, are classified as dangerous zones with fewer infected individuals.

There are currently 16 military safety zones across China: Kunlun Military Base in Cangzhou, Wumulin Military Base in Mengzhou, Tianshan Military Base in Xinzhou, Changbaishan Military Base in Jizhou, Khingan Range Military Base in Longzhou, Peninsula Military Safety Zone in Luzhou, Peninsula Military Safety Zone in Liaozhou, Island Military Safety Zone in Haizhou, Tianfu Military Safety Zone in Shuzhou, Central City Military Safety Zone in Ningzhou, Songgang Military Safety Zone in Huzhou, Yasashaka Military Safety Zone in Yuezhou, Jinyang Military Safety Zone in Jinzhou, Longshan Military Safety Zone in Xiangzhou, Zhougang Military Safety Zone in Zhezhou, and Xiakou Dam Military Safety Zone in Ezhou. Thirty-four provinces have activated Level 5, Level 6, Nuclear Level 4, and Nuclear Level 4b... civil defense bases capable of personnel resettlement, with specific locations as follows...

Due to severe damage to the road and railway transportation networks in the east and south, there is a critical shortage of rescue personnel and helicopter pilots. Therefore, after fully considering the number of helicopter personnel, escort troops, and fuel availability, as well as the strong attraction of sound to biochemical infected individuals, the China Anti-Biochemical Command Center has decided to conduct airborne rescue operations for survivors within a 50-100 kilometer radius of safety zones in three days. Ground troop search and rescue will be conducted within 5 kilometers of civil defense bases. Survivors in qualifying areas are requested to await rescue. For dangerous zones and infection zones, the command center's decision is..."

Hearing this, Lin Yuan couldn't help but feel anxious. Was he going to be abandoned? His home was in the southwest of Shuzhou, countless kilometers away from the Tianfu Center, located within a biochemical infection zone.

The broadcast continued, "We will air drop supplies and equipment through communication positioning points and satellite searches to help survivors sustain themselves. Due to the limited number of transport aircraft pilots, the first batch of air-dropped supplies will have a single type of item. More supplies will require waiting for the next batch of transport aircraft pilots to complete their training before delivery.

Later rescue operations will commence after our airborne troops complete their training, gradually occupy airports in various provinces, and reopen the coastal railway line between Jingzhou and Huzhou. Survivors are urged to remain calm and actively seek survival.

The first batch of air-dropped supplies will be delivered in 15 days. Due to the scarcity of heavy transport aircraft pilots, most of the first batch of air-dropped supplies will be delivered using medium-sized transport aircraft. The air-dropped supplies will primarily consist of light main and secondary weapons, ammunition, compressed biscuits, and emergency water."

A sigh of relief escaped Lin Yuan, unsure whether to feel happy or sad. Sadness stemmed from the fact that there would be no rescue for a long time, as heavy transport aircraft pilots for air-drop combat units would require at least over a year of initial training, meaning rescue would be at least a year away. Happiness came from the prospect of receiving air-dropped supplies, increasing his chances of survival.

Shaking his head, he cast aside his distracting thoughts and continued listening to the broadcast. The announcer's words were indeed true: whether in infection zones, dangerous zones, or even safety zones, everyone should strive to survive rather than complain.

The voice paused momentarily, as if receiving the latest news.

"Attention compatriots in infection zones and dangerous zones. Latest news: our Luzhou Peninsula Safety Zone and Liaozhou Peninsula Military Safety Zone have broken through three large military transport warehouses during the construction of defensive perimeters. These warehouses contain a large number of military-customized drones and related equipment. Therefore, the command center has decided that air-dropped supplies starting in 15 days will be delivered via drone point-to-point delivery and air drops. The specific plan will be announced by this station on July 24th, which is 12 days from now.

Now, all compatriots, please turn off your mobile phone Beidou positioning systems. Satellites and supercomputers are in position. Turn them back on in 3 seconds. Countdown: 3, 2, 1."

As the word "1" was spoken, most survivors in infection zones and dangerous zones across the country turned on their Beidou positioning systems. Survivors who were outside their schools also learned of this news through the built-in radios and FM radio earphones in their mobile phones. The rest were either still grieving the loss of loved ones, overwhelmed by fear, or in dangerous situations too preoccupied to pay attention or to have recovered their senses.

"In 3 seconds, all survivor compatriots, please turn off your Beidou positioning systems and do not move excessively. Countdown: 3, 2, 1."

Lin Yuan felt a pang of confusion. What did this mean? A flashing location signal?

Regardless of the meaning, he decided to follow instructions.

"All survivors, please repeat the above process twice, following my instructions..."

Meanwhile, at the command center of the Luzhou Military Base, the only sounds were the announcer's voice and the hum of equipment. An elder walked in, and as the personnel operating the instruments prepared to rise and salute, the elder waved them off, signaling them to continue their work, and stood silently by the doorway.

After the announcer completed the final countdown, he stated,

"All survivors, your location information has been recorded. Within the next 7 days, please collect as many brightly colored items as possible, such as red, multi-colored, or bright yellow objects, or easily distinguishable items like large plush toys or colored LED lights. Place them at your current location, arranged to form various patterns for easier identification. If you are indoors, please place these items on your windowsill or tie them to the security bars for subsequent supply delivery.

As the duration of network communication cannot be guaranteed, survivors without radios are urged to collect them as soon as possible to maintain information flow. This broadcast concludes here. The next broadcast will be at 8 AM tomorrow. The transcript of today's broadcast has been sent to all phones that can receive it. All compatriots must strive to survive! Rescue will surely come!

Long live our China!!!"

The announcer, Nie Wei, took off his headphones and stood up, speechless for a long time, tears welling in his eyes. His own family had perished in this disaster, and as the deputy minister of China's civil affairs department, his grief was even deeper.

Just then, a hand, weathered by time but firm, clasped his shoulder. Startled, he turned sharply, assuming a defensive posture. But upon seeing the familiar elder, his panic subsided.

He quickly wiped away his tears, stood at attention, and saluted, "Leader, the broadcasting mission is complete. The location information of survivors across the country has been recorded in the Sunway Supercomputer."

The elder nodded, not chiding him for his lapse in formality, and simply asked, "How many survivors have been counted?"

Nie Wei dared not speak and looked towards the supercomputer operator. The operator glanced at the elder, then at Nie Wei, and without meeting the elder's expectant gaze, he lowered his head and stated the truth, "The number of individual flashing location signals received from danger zones and infection zones nationwide is only 6,876,327. Combined with those who currently do not have mobile phones or have phones without installed positioning systems, a reasonable estimate suggests over 9 million survivors."

Upon hearing this, the elder's body trembled, and he nearly collapsed.

"Leader!"

"Leader!"

Fortunately, his strong will allowed the elder, who had experienced immense hardship, to stand straight again. He refused the assistance of those around him, let out a long sigh, and the tears that had been suppressed finally flowed.

"After this ordeal, my China has less than one-tenth of its former self, less than one-tenth!"

At this thought, he clutched his chest in pain. However, he understood that he could not fall. He had to live on and rescue all his compatriots.

The tears were temporary. The elder quickly regained his composure and convened a meeting with the heads of various departments and the main responsible persons of the 16 safety zones. The heads of civil defense measures that had been activated in the remaining provinces were also ready to report.

Only six people were present in the conference room; all other participants joined via satellite video.

At the beginning of the meeting, the elder asked those from the safety zones to report the number of troops stationed there and the number of rescued civilians.

The order proceeded from north to south, and from west to east.
